First of all, I'd like to point out that there are three social references in the title that the reader should be aware of to fully appreciate it's short-hand meaning.

There is a boxing reference and two well documented propaganda phenomena created by criminal, anti-American elements inside Federal government and out. The NYT piece nicely encapsulates all three.
