A petty man who never misses an opportunity to take a cheap shot when he has the chance and for good measure waste some taxpayer money in the process.

This is a small matter in the bigger scope of things, but just one more example of how Bush has managed to stay classy and never disappoint us with reinforcing what his real legacy will be right up until the end of his term.
