Was Tampan Billy Mays wearing his seat belt when he smacked his head? FAA not sure?

He had been on a flight that had a hard landing (blew out a tire or two) and reported getting whacked in the head with something when that happened. The speculation was that he had a head injury without knowing it and it might have killed him (more on that later).
